In a skillet/pan, heat the oil then brown the ground beef. Making sure to break it up.
Add the veggies along with the water, tomato paste, salt, black pepper, paprika, parsley and thyme. Cook everything for 10-15 minutes.
When it is done cooking, set aside and let it cool.
Cut the plantain into chunks and add to a pot with water. Boil for 15-20 minutes.
Remove the skin then mash the plantains. Season with salt and black pepper.
In a bowl, mix the heavy cream, salt, black pepper, dried thyme and dried parsley together.
Preheat oven to 180°C/375°F.
In a 9 inch baking dish, start by adding some of the meat to the pan followed by some of the plantain then the meat, top it off with the heavy cream and cheddar cheese. Top with another layer of the plantain, meat, heavy cream and cheddar cheese.
Bake for 20-30 minutes then let it cool before enjoying.
